

Retail NI welcomes Finance Minister John O’Dowd’s decision to halt the Reval 2026 process, acknowledging that the concerns of retail businesses have been heard.
David Higgins, Chair of Retail NI said “We have consistently highlighted the uncertainty and financial pressure that Reval 2026 posed to the industry, especially at a time when retailers are trying to adjust to recent increase in Employers National Insurance and the increase in minimum wage. The pressures remain real and significant without another increase in costs as a result of the Reval”.
“The decision to pause the process provides much-needed breathing space for retailers who have been facing the prospect of sharp and unpredictable increases.”
“While welcoming the Minister’s commitment to remain in “listening mode,” we are now calling for real reflection of the challenges being faced by retailers, clarity on next steps and importantly a transparent engagement process that includes meaningful consultation with those directly affected.”
“We recognise the importance of funding public services and supporting economic growth. However, this must be balanced with a fair and sustainable rating system that does not undermine viability or investment, particularly in sectors that play a vital role in local employment and community life.”
